The income statement shows a positive result for the 2023 financial year despite higher insolvency benefits. This is mainly due to the result from investments. The fund reserve increases to CHF 690 million.

New requirements for the exchange of information between pension funds and the Central Compensation Office of the AHV (CCO) will come into force in mid-2024. It is important to note that the existing direct enquiry options of the 2nd pillar institutions with the CCO regarding the Swiss OASI number (AHV number)  and proof of life (UPIViewer and UPIServices) will continue as before. This means that data will not be exchanged via the LOB Guarantee Fund in future either. The current option of requesting information on pensioners from the CCO via e-mail (AVS-406@zas.admin.ch) using a password-protected Excel file will only be available until the end of this year.

In order to clarify benefit entitlements, additional information can now be requested from the CCO on the basis of Art. 58a LOB. These clarifications are carried out via the LOB Guarantee Fund. The number of enquiries per day that can be submitted to the CCO is limited. A portal solution comparable to the portal for the annual notification of persons with a credit balance with the 2nd Pillar Central Office in December will be made available. The data (register number of the pension fund and 13-digit national insurance number) must be provided in csv format. Access to the Guarantee Fund portal is via two-step identification.

At the request of the Board of Trustees of the Guarantee Fund, the Federal Occupational Pensions Regulatory Commission (OAK BV) has approved the following contribution rates for the assessment year 2024:

  • Contribution rate 0.13% to provide subsidy payments if the age structure is unfavourable, based on the wage sums coordinated pro rata in compliance with the Occupational Benefits Act
  • Contribution rate 0.002% to provide insolvency and other payments based on the leaving benefits stipulated by regulation for all insured persons in active employment and for pension benefits from the operating account multiplied by 10.

Contributions for 2024 will become payable as of 30 June 2025.

After twenty years, Daniel Dürr will hand over the Management of the Implementing Office of the Guarantee Fund to Cinzia Corchia at the end of May 2023. He will continue to handle special tasks for the Guarantee Fund. The Foundation Board and the Managing Committee would like to thank Mr Dürr for his work and services to the Guarantee Fund. Management continuity is guaranteed with Cinzia Corchia as the new Managing Director and Beat Christen as her deputy. Sven Fischer will become the new Head of the Legal Service.

Last year, our activities focused on the 2nd Pillar Central Office with 140,000 answered enquiries relating to the search for occupational pension assets. The Office was able to provide information about a good 200,000 potential assets. The trend towards more enquiries continues unabated. These have more than doubled over the past five years. Together with the Central and Liaison Office, the Guarantee Fund is an important contact point for people with questions about occupational benefits.


The income statement reflects a loss for the 2022 financial year, due solely to the negative result in asset investments. The result from the Guarantee Fund's individual areas of activity is positive. The reserve fund decreased to CHF 659 million.
