As a foundation established under public law, the Guarantee Fund is an authority which has the competence to issue legal dispositions. Its supreme body is the Foundation Board on which the top-level organisations of the social partners, the public administration and a neutral member have seats. The Occupational Pension Supervisory Commission (OPSC) is the supervisory authority.
Management functions are delegated to the Association for Implementation of the Guarantee Fund, a grouping of the principal occupational benefits organisations. The Guarantee Fund is financed by all the benefit schemes covered by the Vesting Law.
